*Need: Cloverleaf Integration Broker Technical Staff* *Location: FL. * *Rate: Market. * Ø The contract period for this statement of work is November 1st , 2009 through June 30th 2010. Ø *A background check including fingerprinting will be completed on the consultant working on this project,* Ø Pre-screening reference checks are required on all proposed candidates** Ø Matrix of candidate skills highlighting required skills** *The individuals hired must meet the following minimum requirements:* Ø Contractors will be required to complete this work on site at the Florida Department of Health (DOH), Ø Demonstrated leadership ability, Ø Demonstrated self starter, Ø Excellent verbal and written communication skills, Ø Ability to communicate effectively with technical and user staff. *Preference will be given to candidates with demonstrated knowledge of and experience with the following:* Ø Ability to communicate effectively with technical, private health care providers, and Florida DOH program staff, Ø Demonstrated experience and expertise in the implementation of HL7 Laboratory interfaces, Ø Demonstrated experience and expertise with the Quovadx Cloverleaf Integration Broker Hardware and Software, specifically; o Extensive understanding and experience with TCL coding o Experience with TCL libraries o Experience in ODBC calls o Experience with Cloverleaf commands and XML o Experience and understanding of HL7 segments Ø Demonstrated skills in multi-tasking and management of complex processes, Ø The following knowledge and experience will be beneficial: o Understanding of general health care concepts, o Understanding of strategic planning, o Understanding and experience with consensus building. *Objectives* The objectives of this project include the following: Ø Facilitate the process of ELR in accordance with Florida Administrative Code 64D-3, Ø Create rules and defined transformation logic for as part of translation of HL7 messages to SQL 2005 databases, Ø Appropriate programming for various ELR feed sources to facilitate needed data conversions, Ø Ensure optimized flow controls from messages to database destinations, Ø Contribute to the strategic planning for long term implementation of ELR for Florida DOH, Ø Evaluate, Troubleshoot, and Monitor the ongoing operations of ELR for Florida DOH, Ø Communicate problems and resolutions to the ELR stakeholders across the Divisions and Bureaus of Florida DOH *Deliverables* * * *Deliverables will include but are not limited to*: Ø Create all operationally needed message broker functions for Florida DOH ELR trading partner laboratories, Ø Maintain a interface specifications document consistent with Florida DOH methodologies and standards, Ø Work with the ELR Stakeholder working group and the Division Information Officer, to develop a detailed implementation plan, Ø Create clear and complete reports of all external laboratory activities and communications.
