PROJECT DESCRIPTION
"The US tax provisioning processes outside of Downstream and Trading rely on
the Argonaut application. This application runs on obsolete infrastructure
and represents a serious risk of asset integrity failure. The consequences
of such a failure are potentially significant, including substantial
penalties for incorrect returns, funding shortfalls and reputational issues
with the US tax authorities. A study in 2009 recommended that work must be
undertaken to remove the risk of this failure.
The US tax provisioning processes in Downstream (excluding Chemicals) and
Trading are not currently supported by a dedicated application. Instead,
numerous spreadsheets and manual interventions are required to file the
required returns. These interventions are heavily dependent on the tax
knowledge of the individuals involved.
The resolution of the issues relating to the US tax provisioning automation
are of the Manage Direct Tax project. The main objectives of this project
are to implement global tax provisioning processes, introduce a tax chart of
accounts into the strategic ERPs and implement the Longview
application and Finance
Data Warehouse to support tax provisioning calculations and reporting. The
successful execution of the Manage Direct Tax project will resolve the
specific US issues detailed above.
In 2009 the Manage Direct Tax project implemented the Longview application
in Germany, Oman and UAE. However, in quarter 1 2010 further implementations
of Longview in Shell were stopped because of concerns around its costs,
benefits and overall economics.
Work done before the implementations of Longview were stopped had shown that
the US tax provisioning requirements are , when compared to other tax
regimes, more onerous, require a greater level of detail, an increased
frequency of reporting and a higher degree of accuracy. These factors mean
that migrating these processes to Finance Operations without a dedicated
application represents an unacceptable level of risk to the US Tax and
Controller leadership.
US Tax Provisioning Project
Following the decision to stop further implementations of Longview, an
assessment was made of the potential options available to the US. This study
recommended that US tax Provisioning Project be established to implement the
global tax provisioning processes and applications in the US. project will
fall within the scope of Manage Direct Tax but will have its own Decision
Review Board and Project structure. The Project will involve:
a) Extending the global tax provision processes and updating supporting
applications, including Longview and Finance Data Warehouse, to meet
specific US requirements
b) Updating the seven ERPs used in the US to include the Tax chart of
Accounts
c) Completing the mapping between the seven ERPs and the information
required to perform the provisioning
d) Providing training and support to end users to allow them to effectively
operate the global processes
e) Replatform Argonaut, Energy Tax Module (ETM), Ajax (Tax book of records),
A9 (Reporting Application) and Argo-X (Data Repository for Federal Audit
Support – Contains detailed GL data from all ERPs).

This recommendation was supported by the Manage Direct Tax
DecisionExecutive and endorsed by TaxCom.
This investment proposal seeks funding for the US Tax Provisioning project.
The project is estimated to cost $13.8m and will have the following
objectives.
1. Eliminate a high risk of asset integrity failure by replacing the
existing US tax provisioning applications
2. Implement the global tax provisioning processes Enable a reduction in the
amount of effort required to operate the tax provisioning processes
3. Enable the transfer of the US tax provisioning activities to Finance
Operations
4. Replatform Argonaut, ETM, Ajax, A9 and Argo-X.
5. Reduce the long term cost of ownership of the tax provisioning
applications across the Group
