I met with the Hiring Manager for requisition 23400 today and he was able to
provide a little more information that I thought could be helpful. The ideal
candidate should have a very strong Quality Review, Quality Control, or
Quality Assessment background. They would prefer to see candidates with a
Government or Freddie Mac background. He also mentioned that the Department
of Homeland Security just did a big layoff for people who were doing this
exact job, so that might be a good place to look for qualified candidates.

This requisition currently has two more openings that they are looking to
fill as soon as possible. They also mentioned that there may be 8 potential
openings for this type of candidate in early 2011, so please continue to
pipeline these candidates. Please feel free to reach out to me with any

Requisition #23400 has been created for a Project Manager II position. The
Hiring Manager would like to hire three more resources from this
requisition. This is a recreation of requisition #22482, so please do not
submit any candidates that were rejected from that requisition or that have
already been interviewed by the manager for quality reasons. Candidates
should have a solid understanding of how a process is run and be able to
handle risk and quality issues. I will begin to shortlist candidates to the
Hiring Manager tomorrow afternoon.

process is run and be able to handle risk and quality issues. This
assignment is expected to last for 6 months.



*Project Manager II is responsible for supporting the Project Quality Office
initiative by executing assessments of complex Software Development projects.
Execute detailed analysis and testing of application development projects
and processes to facilitate adherence to Fannie Mae policies and development
standards (SDLC) and ensure delivery of projects that meet project-specific
and enterprise quality and risk requirements. Apply understanding of the
principles, concepts, practices and standards in the area of project
management and software development (SDLC) standards, processes and
controls.

Expert in managing application development projects using a disciplined
Software Development Lifecycle (SDLC). Practical experience applying
industry frameworks (CoBiT, CMMI, etc) is preferred.

Controls Execution and Project Management: Assist business unit project
teams in understanding IT controls, enterprise standards and industry
practices related to delivery of technology projects.

Conduct independent quality assessments for a broad range of complex
technology projects types with minimal supervision. Leverage deep expertise
to execute tests of project activities and deliverables to assess whether
the project is meeting established quality criteria. Document findings.

Conduct research for and respond to inquires from internal and external
points of contact (as related to project quality matters); advise management
on significant matters regarding technology project quality findings and
risk. Participate as a team member on projects at the highest level of
technical complexity.
Track status of testing (to identify deficiencies) and remediation; lead
monitoring status of remediation and subsequent testing. Begin to consider
how the project delivery processes and internal controls
technologyenvironment of the organization can be improved; share
recommendations with
the Quality Management Manager or Director.*
