*Must Have*

1. Management experience in one (1) or more projects involving the
development or maintenance of an automated, integrated IV-A system for a
government Agency

2. Two (2) years of analysis and design experience on a IV-A statewide
system comparable in size and complexity to RAPIDS;

3. Three (3) years of system analysis experience, with special attention
given to design, programming, testing, and implementation;

4. Two (2) years of experience working with users to define their needs and
product outputs to satisfy those needs in a pre-determined time frame;

·  Key here is stellar communication and ability to lead and delegate,
assign, and distribute work. Needs to be technical in the sense of
understanding what all is going on.

·  More focus on communication, triage and work assignment

·  MUST HAVE SNAP and TANF government program experience - SEE BELOW!

·  Supplemental Nutrition Assistance Program (SNAP, formerly the Food Stamp
Program), the Temporary Assistance for Needy Families (TANF) cash
assistance program, or the Food Distribution Program on Indian Reservations
(FDPIR)

·  Must be able to speak to these projects and know what SNAP and  TANF are

·  ***They are passing on candidates because they answer questions wrong
about the programs**

·  MUST SIT IN West Virginia!

·  The application is built in JSP and Struts with a back-end of DB2
database on one side and Oracle database on the other.

·  35% of responsibility will be production support and monitoring, the
rest is development.

·  The person needs to have enterprise level app dev. experience, Strong in
Core Java and XML.

·  Needs to have 1 year of experience in Govt. assistance programs and
eligibility

·  Linux/Unix server experience is a preferred



*Project:*  Integrated Eligibility and Benefit Issuance application for the
State of WV

*Responsibilities: *
-Root cause analysis on production support tickets 35% of their time
-Application Development on enhancements 50% of their time
-Proactive Monitoring, Developing Efficiencies, Improvements - 15% of their
time

*Skills that are a must:*
- Need Sr. Application Development resources with the following experience
- Five (5) years of system analysis and programming experience on large
scale systems, including working directly with customers to define their
needs and product outputs satisfying those needs in a pre-determined time
frame;
- Three (3) years of J2EE programming experience with the last six (6)
months using Core Java, EJB, MVC Architecture, Design Patterns & JSPs;
- Two (2) years of programming experience in writing Services and Ul
components;
- One (1) year of experience with public assistance programs such as TANF,
SNAP and Medical Assistance;
- One (1) year of experience working in Operations and Support
