Didn't see if anyone answered this yet, but this usually happens to me
when I am running a webservice/page.  I am running the security context
of the spawned ASP.NET process (can't remember what it's called again).
I suggest you impersonate a fully-trusted user to do this.
Alternatively, you can change the user in the machine.config file, but I
don't suggest it.  In fact, Keith Brown is probably rolling his eyes at
the suggestion : )
