Yes, it's not particularly practical for downloading, but it would be great for CD's.
That said, if these CD's become widely distributed, then even your downloadable installer could say "please insert a WCU CD now, or click here to download the required components", much like the bit of the VS.NET installer which lets you install updates from the web or from a CD. We include it in our WISE installation now (using WISE for VS.NET - we help them debug this), because this is the one ting that we are pretty sure the user does NOT have :-) The rest (like IE version etc.) is already pretty good in distribution.
