The Add Reference dialog lists assemblies in the framework directory (%systemroot%\Microsoft.NET\Framework\v1.0.3705), plus assemblies from any folders listed under the following Registry keys HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\.NETFramework\AssemblyFolders HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\VisualStudio\7.0\AssemblyFolders I don't think there's any API for this, you have to enumerate the files yourself.
