What happened to the classes ResXResourceWriter and ResXResourceReader? The docs clearly indicate that this class is available to read/write to .resx files, but the class is definitely not in the System.Resources dll. Are we required to use resgen and create a .resources file?
I see some other discussion on the ResXResourceWriter class in the System.Resources namespace, but my issue isn't quite the same as the ones listed.
