Drop a ToolTip control on the form and the Button will then have a ToolTip
property.  The ToolTip control supports the IExtenderProvider interface, by
which it let's the designer know that it can extend properties to controls
that are in the same container.

Why don't the standard push buttons have a tooltip property ?  This would be
