Seems to be a permissions problem, I have the same problem on one of my
systems - can't debug either (despite having the specified group
permissions and no urlscan.ini file!)

Anyway, the "workaround" that works for me is to manually create the IIS
virtual directory myself prior to creating/opening a new project.
