Do they have the latest Windows Installer installed?  Even if they do,
try re-installing it:

I have a beginner friend who is getting a strange error and was
wondering if
anyone knew anything about this:
I've developed an app using VB.net and created an installation file that
includes the .net framework. It works wonderfull on Windows 2000 and XP
but
I get an error on Windows 98, NT and ME. "The msiexec.exe is linked to
missing export msi.dll-222" I don't always get the error, sometimes it
just
give an error to contact the product administrator.

I would appreciate any help.
