Created by Microsoft, they didn't want to "compete" against their own
product (VS.NET) so it's missing some key features (intellisense,
project-based solutions, code-behind creation and compilation), however it
is very good. The designer is good, it's lightweight, and should replace
FrontPage very nicely for you.

As I said in another post just a bit ago, you need to dive in and learn how
to use the webforms. They are incredibly powerful once you get the hang of
them.
