There have been too many security vulnerabilities in ActiveX controls that
many systems have turned off the ability for them to be installed.  Check
the browsers settings on the machine that doesn't work.

Also, make sure the ActiveX control that you are using is well-behaved and
won't open the system to attack as a result of your application.
