Got it. I had to install the Microsoft .Net 2.0 SDK (~350MB download) and use the .Net Framework 2.0 Configuration app. I put a special Code Group in under My Computer/Runtime Security Policy/Machine/Code Groups/ All Code that gave that share full trust. None of the command line arguments I found worked, but this did the trick.
