Yes, I've IIS activated on the Vista Business.   Another issue could
be related
is that IIS on Vista Business is version 7.   After IIS was turned on,
I noticed
that a new user (IUSR_MACHINENAME) was created.  However, it did not
appear in group IIS_IUSERS and I've  added IUSR_MACHINENAME into
group IIS_IUSERS.
