CutePDF is an excellent free PDF creator - no real fancy options like
you get with Adobe, but it works very well and fast.

But that's a client install - your question is kind of ambiguous on
how you plan on using it - if you want something on the web server
that will generate a PDF and send it back to the user, CutePDF isn't
what you're looking for.
