Per your db rules I would keep an XML file for all the unsent data. You could define tags for When a message should be sent.
Not sure how you are going to call your application to work though? What frequency will you need messages sent, daily, Morning, Afternoon, Night? Or will you have to get to hours or parts of hours in the day? .........................
