I'm stupid, I was opening a GIF from a file to find out how big it was as a tester but I was saving it as a Jpeg to the memory stream, woops... I now use bmp.Rawformat instead of system.drawing.imaging.imageformat.jpeg. So I was getting a smaller file size after all jpg doesn't have transparency! GIF does!
