I am using a TextReader and TextWriter to read in a flat file.  The system
that takes the file after processing is very picky and will puke if even off
by one byte.

The file has about 1,000,000 lines and the line length varies up to 3,000
chars.

I was comparing the output and noticed one error.  A line record with an E
with the squiggle above it like : Jeff PEÑA gets corrupted when writing it
back.  It comes out like Jeff PE�A.  WTF?

Looking at the original file in TextPad it says:
Code set is: ANSI
File type: PC

TextPad says the same for the processed file.

Is there a certain reader I should use that will not bork the accented chars?
I need to read the file one line at a time with ReadLine() because I don't
know how long any one line will be.
