Haven't used any of them, but there appear to be an abundance of free
FTP hosting services out there:
http://freehosting1.net/free_ftp_hosting.aspx

If you've got your own server, then you can always use IIS or Apache,
or apparently FileZilla (an open source project) has a decent server
solution.
