If you intend to use ASP.NET Globalization, you do not need to vary URLs. You could simply offer users a language bar (best indicated by country flags) and allow them to view the same website in any language of choice.
When a flag is clicked, you can change the language for the user's session. You will almost certainly trip up on the page lifecycle part, but that's a minor hurdle.
