[DotNetDevelopment] cannot access file with unicode filename. c#

i'm trying to access a file with a unicode filename. like "ñ>�...@‼
Ö™ž.txt". i try to copy/move it from another location, or even delete
it with file.copy(), .delete(), .move, but they won't work.. any help?
