Could be due to a host of reasons, but try two things (after turning "EnableEventValidation" back on):
1. Change the text of the buttons to simply "Up" and "Down". Remove the HtmlDecode invocation. 2. Check the rendered value of the "Title" property. Does it contain some special characters ? Your response might better help to pinpoint and subsequently explain the problem.
