If you're in the admin group, you shouldn't have to be in the debug
group. in my experience. Then again, I don't know that I've ever
developed on XP Home.

If you haven't already, try reinstalling/repairing all frameworks. Try
reinstalling/repairing Visual Studio. Make sure service pack(s) is/are
installed/repaired as well.
