Wouldnt you just read it like any other file on your local storage. I mean if you have the access to the file and know where it is, you just tell your page to go and look up the file, read it in the memory and do whatever you want with the data from the file. If you have manipulate the file, do it and then overwrite the file or whatever it is you have to do.
