Ok heres how the web works.

When ever you enter a URL into a browser, the browser look in what is
called the root DNS servers for a matching record in order to
transform this url into an IP address, this is called a forward
lookup. Once it does this your request hits the DNS server in question
and according to what is set in the DNS A NAME or CNAME records your
request is sent to the web server hosting the website.

So in order to your domain name at you IP address you need to do the
following.

1. register your domain name
2. set the DNS ANAME or CNAME record for your newly registered domain
to your IP address.
3. If your are running all the correct web server stuff on your IP
then you should see your website.

NOTE - you will also need to alter the mail or MX records as
necessary.
