I have never entwined gui rules with BizRules.  GUI rules are to help
identify if message is complete to go back to the bizLayer.  Do emails
have @ sign, are all required components of the message to send back
in place and lots more stuff on that general level.  When all of that
is good you push the message container back to the server and await
it's response.
