That is not exactly right. Your conditional comment css hack works for
Microsoft Internet Explorer 5 and newer versions of IE...not only IE7.

For IE 7 it would be like this:
<p><!--[if IE]>
According to the conditional comment this is Internet Explorer (IE 5 -
> newer)<br />
<![endif]-->
<!--[if IE 7]>
According to the conditional comment this is Internet Explorer 7<br />
<![endif]--></p>
