Stephen is right... if you have direct access to the web server, you
have to give write permissions on that folder to "ASPNET". You can do
this via right click > Properties.

If you just have a hosted website and a control panel, you might or
might not be able to do it via the control panel. If you're not sure,
contact your hosting company.
