I think you mean 'Visual SourceSafe'. Please be accurate atleast in respect of the program you are talking about. If you did mean VSS, then the behavior mentioned is normal because VSS does not normally save the Bin folder when linked to a project (and nor should it). Project output folders should be kept out of any SVN structure and only code files stored therein. Users should have the freedom to sync their system with the code on the server and keep local builds. The errors you are encountering may be because the solution/projects are not setup correctly.
