the question is similar to saving some kind of data to normal flat file and the database.
but there is one catch..you cant have indexes on these blobs.
 
if these kinds of file are large in number and you want store them per user basis and control permissions.. all that stuff..store it in db.
 
if you have permissions as primary requirement, best go for db..else maintaining NTFS would be a nightmare.
