Hey Guys,
 
  I'm sorry i dun quite get ur terms, but i can understand little bit from ur terms, see the following comments
 
First, create a template for your requirement, i mean, please create user controls(.ascx) for your requirement.
 
Second, while page load, you may need to assemble your page cosmetic(stylesheets, script., etc). like following..
 
            Dim objCSS As Control = Me.FindControl("CSS")
            Dim objLink As HtmlGenericControl
                    objLink = New HtmlGenericControl("LINK")
                    objLink.ID = ID
                    objLink.Attributes("rel") = "stylesheet"
                    objLink.Attributes("type") = "text/css"
                    objLink.Attributes("href") = Global.HostPath & "default.css"
                    objCSS.Controls.Add(objLink)
 
finally, you may need to load your control (.ascx) file using "LoadControl" method, see following code snippet
 
         Dim ctlSkin As UserControl
         ctlSkin = CType(LoadControl(<Your User Control Path>), UserControl)
