Button shortcut problem

I have multiple panels on the WinForm.If the focus is on one panel,the shortcuts for buttons on other panel are not getting fired.   I have Multiple USerControls loaded onto the the panel,which are made visible and invisible.   Button shortcut is  not fired if focus is on control below the button.   Do we have any solution to this problem..   Thanks in Advance   Mahesh.
