URLEncode caters to UTF-8 characters also, so long as the Web page can process UTF-8 characters. You can force an web page to use UTF-8 data by setting Session.Codepage=65001 (for french) at the start of the page or by using the HttpSessionState.CodePage property in ASP.NET.
