Hi Sreelatha,
 
You have 2 solutions for this.
I. If you follow this, you need to post the web form to web servr every time
   you change the country
 
In first combo box's SelectedIndexChanged event do the following:
  1. Clear the state_combobox
  2. get the selected index of the country_combobox (say x)
  3. pass this 'x' value to Database query for states related to this.
  4. get those values and bind to the state_combobox
For this You need to set AutoPostBack property to true for Country
combobox.
 
II. If you follow this, you will get all the values in first time and the same
     will be used without posting to server.
    
     Get all country and state values in the dataset in page load.
    
Do the same process as above but it needs to be done through some
     _javascript_ like by adding one attribute to the Country_combobox
