Very good news and welcome to the translation portal sub-project! :) No problem, we need to not rush at programming immediately! First of all we need to define what we want to have, to design the pages and the sequence of forms/pages. Then we'll write Html/CSS/JS and finally put this in Php scripts. I think we have to think of how to start with a minimalistic portal as quickly as possible, then bring new features when people find additional time for programming.
Note that the portal should also manage text files that cannot be handled by Transifex (desktop icons). I sent them a mail to tell about our issues and what we want to do. As I haven't had any answer I don't think they're interested in including our kind of files in their engine. NB: I'm not a Php guru at all either. An alternative can be to setup a proposal for Google Code-In in October then for Google SoC in summer 2012.
