I think you'll need a tool to monitor the Transifex activity too. Try to investigate Transifex tools and come back to me (us) if none does what you need. Note that even if the latest upstream application version is far ahead from our one, bringing our translations could still bring strong improvement because many messages are common between different versions of an application. This should typically be the case languages that are poorly translated upstream but well translated in our project.
