Yes, I saw lots of new Vietnamese messages on Transifex, it's just great!

Do you mean computers are not using UTF-8 in Vietnam, including Linux?
Concerning input method, the DDL Vietnamese configuration installs
ibus-table-viqr and ibus-unikey. Should work then!
Concerning keyboard, the console is set to Vietnamese. This should allow to
type all the Latin (non-accentuated) characters. The graphical environment uses
Vietnamese as the default keyboard layout and allows to switch to a French or a
German keyboard (Azerty and Qwertz), for people living abroad – this may happen
;).

Ok for TBO and Pysycache. Concerning Arial, its license doesn't comply with our
requirements:
http://en.wikipedia.org/wiki/Arial#Free_alternatives
Default Linux fonts for Vietnamese are not good enough?
Concerning Tanglet, as Vietnamese is using the Latin alphabet as its base, I
wonder if the game would be playable if we remove all accents and modifiers on
Vietnamese letters. What's your opinion?

Yes! Few days ago Gaurav offered the project a virtual machine. We agreed to
build on it a DDL DVD build server. We should be able to build and upload ISO
files to the official server very quickly when it will be set up. It has 100M
ethernet network plus SSD disks :).
Cheers,
JM.
