[Dovecot] Global ACLs

If I have:

plugin {
  acl = vfile:/usr/local/etc/dovecot/global-acls:cache_secs=300
}

And then a file /usr/local/etc/dovecot/global-acls/.DEFAULT with
owner lrwstipekxa
user=dmiller lrwstipekxa

Does that give me unconditional access to all mailboxes?
