As far as I see from testing this doesn't yet work that way.

When I open the mailbox with eg. roundcube I see "Public" but nothing
below it ...

How does
ls -al /home/vmail/public
look like? This is _one_ Maildir storage, hence, all mailboxes have to comply to its naming convention: .mailbox1.sub1-1.sub1-2, ..., .mailbox2.sub2-1.sub2-1, ... . Do you have errors in the Dovecot logs?
