  master: Error: service(anvil): command startup failed, throttling  
for 60 secs
  auth: Error: read(anvil-auth-penalty) failed: EOF

from "doveconf -a | less"

service anvil {
  process_min_avail = 1
}

try " = 0" ...
you also may play with other settings for services that also do not  
run on startup
