Does a process listens on /var/run/dovecot/dict ?

It certainly does:

#lsof /var/run/dovecot/dict

$ ls -l /var/run/dovecot/dict

The socket is accessable by Debian-exim:Debian-exim only (0660). As
what user and group does the LDA and imap service run as?

LDA works as dovecot:Debian-exim:

                driver = pipe
...
                group = Debian-exim
...

(without specifying the user explicitly).
