Thank you - that was it. 4096 bits were insufficient.
It's an old configuration that hadn't been changed significantly for
years. The update to 2.4 is my opportunity to revisit it and to relearn
the details.

You can also just drop dh parameters. It is unlikely you need them, and
they have been optional for quite many versions now.
