Either bugzilla with attached patch or a github pull request are fine methods. Github has a slight preference as it makes it easier to update the patch. I haven't gotten around to try you patch and investigate if it makes sense to have the \diafile command in doxygen (as opposed to having to add the dia->png conversion in a batch file together with running doxygen).
