We encountered a similar problem in ~1.7.4 - where links to @subpages were broken in PDF/Latex, but okay in HTML. Unfortunately, we couldn't replicate the issue on a simplified test project - only on the real project.
AFAIR, it appeared that placeholder (dummy) names in the latex links were not replaced with the actual target names.
