There may well be a clever way of injecting an asterisk or slash, but instead 
I'd try cheating by inserting a null Doxygen tag in between the two characters, 
so that it's no longer a end-of-comment, but the output remains the same.  
Maybe something like:

/**
The slash character can be used to identify step values.  It can be used in the 
form *\htmlonly\endhtmlonly/c and a-b/c.
*/

  I don't know if that'll work without whitespace around the keywords, though.
