For getting the version info, try the longer `--version` option.

I recommend to download the Doxygen for Windows from 
http://sourceforge.net/projects/doxygen/files/snapshots/doxygen-1.8-svn/windows/

Or you can use the official installer (near the top of the page) or you can 
download a zip archive with the binaries. The zip contains both 32 and 64-bit 
versions and both Debug and Release versions (i.e. four binaries).
