I have had problems where Doxygen tool cannot generate the refman output file
due to an error. I found that I could reduce the set of input files to a
smaller and smaller set until it could produce the refman file and then the PDF
from that. That can point you to a file that is the root of the problem. A few
years ago, on two files from the same developer I had non-printable non visible
characters in the *.h file that somehow broke the Doxygen build process. Once I
got to the point that a single file had the problem I ran a diff on the file
against the previous version(s) and eventually found the non-printable
characters in the file. I deleted those and the problem was resolved.
