I think you could do what you want by creating a custom "DoxygenLayout.xml".
See the "Customizing the Output" section of the doxygen documentation.
I think adding the following might do what you want:
<tab type="user" url="@ref appendix" title="Appendix"/>
Then create a "@page appendix Appendix" page and use "@subpage" inside that
to organize your appendix pages.
