Hello Monique, We use the Rietveld code review tool on Google Appspot for reviews of source code as well as doxygen source: https://codereview.appspot.com
Of course, this means exposing your code outside your organization, and you're still reviewing source code, not the generated html. Even for experienced Doxygen writers, the output isn't always what we expect ;) so there's no substitute for looking at things in the browser. I'd be interested in what other hints you get.
